If my plan allows fewer gateways than I already set up, do the old ones stop working?
I am thinking of moving to a smaller plan and I currently have three gateways turned on.

No, the gateways you already configured keep working. The Payment Gateway page will show a notice that you have more selected than your plan allows, and you cannot add new ones until you are back within the limit. Untick the extra gateways and click Save gateways, or buy more in Gateway Capacity to keep them all.
