Can I add a code snippet only on the checkout page or only on mobile?

Yes. Open Code Snippet in the Settings sidebar and click New snippet (or Edit an existing one). Under Show on pages, pick the pages you want, such as checkout; with none selected it runs on all pages. Use Device to choose All devices, Desktop only or Mobile only. If several snippets share a location, Priority controls their order. Save and check the page on your storefront.
