Why isn't my free-shipping minimum working for customers in my shipping zone?

When a customer's address matches a shipping zone, they pay that zone's method rates, and your Shipping Setup settings don't apply to them. That includes Offer free shipping above a minimum order amount.

To give zone customers the same deal:

1. Go to Plugins → Shipping Zone and click Edit on the zone.
2. On each method, enter the amount in Free above cart total, for example 999.
3. Click Save zone.

Repeat for every zone that should have free shipping above that amount.
