I don't have a GST number. Can I still make my store live?

Yes. GST is not compulsory to sell on Wcart. Just tell us "No GST" (or set Tax to off in Admin > Settings > Tax) and your store can go live the same day. Checkout will then add no tax. If you register for GST later, you can add your rate any time.
