Can some pincodes show a longer delivery time than others?

Yes. Open Plugins, then Delivery Restrictions. Turn on Show delivery estimate and set Default delivery days. Then, when you add a pincode, fill in its own Delivery days; any pincode left blank uses the default. Shoppers see the estimate in the pincode checker on the product, cart and checkout pages, depending on where you turned it on.
