Why does Manage stock say "Please enter a SKU first"?

I clicked Manage stock on a product to set stock per warehouse and got an error instead.

Per-location stock is tracked by SKU, so the product needs a SKU before you can manage it. 1. Scroll to the Inventory card and fill in SKU. Use the suggested one or type your own unique code. 2. Click Save. 3. Scroll to the Product Inventory card and click Manage stock →. It opens in a new tab, where you can set stock for each warehouse and store location. On a brand-new product, the card shows "Save the product first to manage its per-location stock." Save the product once, then the button appears.
