Why does Generate value give a 13-digit number even when I pick Code 128?

I chose Code 128 as the type, clicked Generate value, and still got a long number like an EAN code.

Generate value always creates a 13-digit number with a valid check digit, built from the product ID. That keeps it valid for EAN-13, the default type. The Symbology you pick only decides how the bars are drawn. A 13-digit number prints fine as Code 128 too. If you want a shorter code or one with letters, type your own in Barcode value instead of generating one. Code 128 and Code 39 accept that, while EAN-8 and UPC-A need their own digit lengths. Check the Preview before you click Save barcode.
