Can I move the cross-sell block to the top of the cart page?
The suggestions sit at the very bottom of the cart and most shoppers never scroll that far.

Yes. In Plugins → Up / Cross Sell, open the Cross-sell tab and change Placement:
- Cart — top
- Cart — after items
- Cart — before summary
- Cart — bottom (default)
Click Save Cross-sell. The Upsell tab has the same choice for the product page, from Product page — top to Product page — bottom (default). You can also mute or reorder the block in Plugins → Hook Manager.
