Yes. Turn on the Request for Quote plugin. Buyers can request a price for the product instead of buying it straight away, and you reply with your quote from Orders → Quote Requests. It suits custom work and bulk buyers. For fixed bulk discounts, Wholesale pricing (for example 10+ at a lower price) may be simpler.
