How do I add someone to my newsletter list by hand?

Go to Marketing → Newsletter Subscribers.

1. Type the address into Add a subscriber.
2. Click Add.

The address appears in the list as Subscribed with admin as its source, and is included in your next email campaign.

Only add people who have agreed to hear from you. Emailing people who did not ask for it is what gets a store marked as spam.
