Can a gift card be sent with a personal message?

Yes. When buying a gift card, the customer enters the recipient's email, an optional recipient name and a gift message. The card is emailed to the recipient with that message as soon as the order is paid, signed with the buyer's name from the order. Choosing a later delivery date isn't supported yet.

Gift cards can have a fixed amount, or an amount the buyer chooses between a minimum and maximum. The recipient redeems the card into their wallet as store credit, which needs the Wallet / Store Credit plugin.
