Yes, use Maximum cart value. 1. Go to Marketing → Coupons and click + New coupon (or Edit). 2. Enter the highest cart amount in Maximum cart value. It must be more than the Minimum cart value if you set one. 3. Click Save coupon. On a bigger cart, the shopper sees "This coupon is valid only on orders up to" followed by your amount. Leave the field empty for no upper limit.
